Priorities: 1. Violence Against Women and Girls (VAWG)
Target Groups:
- Decision-Makers
Members of the Lithuanian Parliament (Seimas), particularly members of the parliamentary working group on sexual violence reform, MPs across political groups who are undecided or persuadable on the proposed amendments, and MPs presenting significant resistance based on conservative or far-right arguments.
- Civil Society and Coalition Partners
Lithuanian Women’s Lobby member organisations will be mobilised into a coordinated advocacy coalition ensuring consistent messaging and collective pressure on decision-makers.
- Survivors and Frontline Practitioners
Survivors of sexual violence and professionals working in frontline support services — including legal aid providers, crisis centres, and social workers — who will participate in the survivor-informed workshop.
- Broader Public
The general Lithuanian public reached through the public petition and social media campaign, including younger audiences and communities not directly connected to feminist civil society.
- Media
Journalists and media representatives engaged through the final press conference and High-Level Policy Event at Parliament, who serve as a critical channel for amplifying campaign messages and increasing public visibility of the reform at the decisive legislative moment.
Outcomes:
- An advocacy package (policy brief, key messages, Q&A) distributed to MPs and stakeholders.
- A survivor-informed workshop with 15–20 participants.
- Targeted meetings with at least 15 MPs, aiming for 10 to publicly support or engage in follow-up dialogue.
- A public petition (target: 3,000+ signatures) and a social media campaign—10 high-impact messages and a banner—reaching 30,000 people.
- A High-Level Policy Event at Parliament, engaging media, MPs, civil society, and the public.
- The campaign will increase political and public visibility for consent-based legislation, strengthen 15+ organizations’ advocacy capacity, and foster cross-party engagement.
